Housing the very rich with the very poor: What I was trying to say!

For the past few weeks, many people have been concerned with my suggestion that the city should sell the social housing at the Olympic Village. However, some were aghast when I tried to suggest to Frances Bula, writing for the Globe and Mail, that one reason for doing this was to avoid the dampening effect that juxtaposing the very rich and very poor could have on the value of the remaining condominiums.

Let be begin my defence by referencing Daphne Bramham’s thoughtful story in today’s Vancouver Sun:

“In Canada, we pretend to have a classless society.

Ask most Canadians to define themselves and they’ll say middle class, regardless of whether they’re six-figure earners or barely scraping by with their credit cards maxed out to pay the rent.

We pretend that we have a social safety net that keeps the vulnerable from falling through.

So it’s no wonder that many people are aghast that earlier this week developer Michael Geller suggested one reason sales are slow in the white-elephant Olympic Village is that rich people don’t want to live with the poor.

But what Geller has done is open a debate that’s been festering in Vancouver ever since the city’s mass expansion began after Expo 86 and pioneering activists such as Jim Green and Libby Davies began the protectionist movement in the Downtown Eastside, a.k.a. Canada’s poorest postal code.

To be fair to Geller, his suggestion is more nuanced than rich versus poor.

What he’s saying is that if you spend $2 million on a waterfront condo, you probably don’t want to have a dual-diagnosis recovering addict with HIV/ AIDS living next door or a guy who’s lived on the streets and is in his first home in a decade.

But Geller goes on to say that if you’re spending $2 million, you’d probably be okay if some of your neighbours are single moms with kids and a job, seniors or double-income, working poor.

He’s probably right. After all, for many people, buying splendid isolation from the mundane, dismal and disturbing facts of other people’s daily lives is exactly what money is for”

My father often reminded me that we usually judge people by what they say and do, but we expect others to judge us by our motives. So let me share my motives in saying what I did.

If the social housing was not significantly over budget, and if the City wasn’t facing what some estimate as a $150 to $200 million loss, I would never have spoken out on this matter. However, this is the reality. To exacerbate the situation, the social housing units have been empty for 9 months, and all of the non-profit management proposals were rejected by the province. The only one that appeared to have support was one from the Portland Hotel Society which historically has served the Hard-to-House. Add to this a Vision Councillor’s comment that his goal was to fill the social housing units as quickly as possible.

It was within this context that I wanted to caution the city about the potential impacts of placing the very low income people who PHS normally houses next to the market condominiums. From my four decades experience in the planning and development of housing and communities, including serving as Program Manager of Social Housing for CMHC, the federal Special Coordinator for the Phase One South Shore False Creek redevelopment, and involvement with Bayshore and UniverCity, I truly believe this would reduce the value of the remaining condominiums.

To help explain the five social and economic quintiles that are often considered by housing and social planners, I used the abbreviations A, B, C etc. While I regret doing this, my intention was little more than to help reinforce the idea that some mixing of incomes and household types will have little if any impact on values, but a significant disparity between the very rich and the very poor will impact values.

Given that the city should now be trying to minimize the potential losses at the Olympic Village, I am urging the administration and Council to sell the social housing and rental units to those seeking more affordable ownership housing. However, if they retain the units, as I suspect they will now do, they should not select the PHS since, in my opinion, regardless of who they place in the units, the perception that they bring will impact the value of the remaining condominiums, especially those priced in seven figures.

As I have often noted, this observation is not a criticism of the Portland Hotel Society. For years I have admired Liz and Mark’s commitment to serving the ‘hard-to-house’ with a variety of accommodation and services in the Downtown Eastside. I especially support what they have done at the Woodwards development which appears to be a successful mixing of incomes. Ironically, in the past, I have often been criticized for advocating more income mixing in the DTES where many advocates for the poor prefer to keep the more well to do out, in order to prevent gentrification.

To those of you who were shocked by my comments, I hope this provides some explanation. However, I do look forward to any comments or questions which I will happily try and answer.

Edgar A. Poe Died in Baltimore Hospital


The death of Edgar Allan Poe on October 7, 1849, has remained mysterious: the circumstances leading up to it are uncertain and the cause of death is disputed. On October 3, Poe was found delirious on the streets of Baltimore, Maryland, "in great distress, and ... in need of immediate assistance," according to the man who found him, Joseph W. Walker. He was taken to the Washington College Hospital, where he died at 5 a.m. on Sunday, October 7. Poe was never coherent enough to explain how he came to be in this condition.

Much of the extant information about the last few days of Poe's life comes from his attending physician, Dr. John Joseph Moran, though his credibility is questionable. Poe was buried after a small funeral at the back of Westminster Hall and Burying Ground, but his remains were moved to a new grave with a larger monument in 1875. It has been questioned whether the correct corpse was moved. The 1875 monument also marks the burial place of Poe's wife, Virginia, and his mother-in-law, Maria. Theories as to what caused Poe's death include suicide, murder, cholera, rabies, syphilis, influenza, and that Poe was a victim of cooping. Evidence of the influence of alcohol is strongly disputed.

After Poe's death, Rufus Wilmot Griswold wrote his obituary under the pseudonym "Ludwig." Griswold, who became the literary executor of Poe's estate, was actually a rival of Poe and later published his first full biography, depicting him as a depraved, drunk, drug-addled madman. Much of the evidence for this image of Poe is believed to have been forged by Griswold, and though friends of Poe denounced it, this interpretation had lasting impact.

All medical records and documents, including Poe's death certificate, have been lost, if they ever existed. The precise cause of Poe's death is disputed, but many theories exist. Many biographers have addressed the issue and reached different conclusions, ranging from Jeffrey Meyers's assertion that it was hypoglycemia to John Evangelist Walsh's conspiratorial murder plot theory. It has also been suggested that Poe's death might have resulted from suicide related to depression. In 1848, he nearly died from an overdose of laudanum, readily available as a tranquilizer and pain killer. Though it is unclear if this was a true suicide attempt or just a miscalculation on Poe's part, it did not lead to Poe's death a year later.

Snodgrass was convinced that Poe died from alcoholism and did a great deal to popularize this idea. He was a supporter of the temperance movement and found Poe a useful example in his temperance work. However, Snodgrass's writings on the topic have been proven untrustworthy. Moran contradicted Snodgrass by stating in his own 1885 account that Poe did not die under the effect of any intoxicant. Moran claimed that Poe "had not the slightest odor of liquor upon his breath or person." Even so, some newspapers at the time reported Poe's death as "congestion of the brain" or "cerebral inflammation," euphemisms for deaths from disgraceful causes such as alcoholism. In a study of Poe, a psychologist suggested that Poe had dipsomania, a condition that causes frequent seizures that lead to excesses, often alcoholic, during which the victim cannot remember what has happened to him or her.

However, Poe's characterization as an uncontrollable alcoholic is disputed. His drinking companion for a time, Thomas Mayne Reid, admitted that the two engaged in wild "frolics" but that Poe "never went beyond the innocent mirth in which we all indulge... While acknowledging this as one of Poe's failings, I can speak truly of its not being habitual." Some believe Poe had a severe susceptibility to alcohol and became drunk after one glass of wine. He only drank during difficult periods of his life and sometimes went several months at a time without alcohol. Adding further confusion about the frequency of Poe's use of alcohol was his membership in the Sons of Temperance at the time of his death. William Glenn, who administered Poe's pledge, wrote years later that the temperance community had no reason to believe Poe had violated his pledge while in Richmond. Suggestions of a drug overdose have also been proven to be untrue, though it is still often reported. Thomas Dunn English, an admitted enemy of Poe and a trained doctor, insisted that Poe was not a drug user. He wrote: "Had Poe the opium habit when I knew him (before 1846) I should both as a physician and a man of observation, have discovered it during his frequent visits to my rooms, my visits at his house, and our meetings elsewhere – I saw no signs of it and believe the charge to be a baseless slander."

Numerous other causes of death have been proposed over the years, including several forms of rare brain disease or a brain tumor, diabetes, various types of enzyme deficiency, syphilis, apoplexy, delirium tremens, epilepsy and meningeal inflammation. A doctor named John W. Francis examined Poe in May 1848 and believed Poe had heart disease, which Poe later denied. A 2006 test of a sample of Poe's hair provides evidence against the possibility of lead poisoning, mercury poisoning, and similar toxic heavy-metal exposures. Cholera has also been suggested. Poe had passed through Philadelphia in early 1849 during a cholera epidemic. He got sick during his time in the city and wrote a letter to his aunt, Maria Clemm, saying that he may "have had the cholera, or spasms quite as bad."

Because Poe was found on the day of an election, it was suggested as early as 1872 that he was the victim of cooping. This was a ballot-box-stuffing scam in which victims were shanghaied, drugged, and used as a pawn to vote for a political party at multiple locations. Cooping had become the standard explanation for Poe's death in most of his biographies for several decades, though his status in Baltimore may have made him too recognizable for this scam to have worked. More recently, credible evidence that Poe's death resulted from rabies has been presented.

Strangest Vending Machines in The World

For travelers, a vending machine can be a welcome sight. Perhaps it’s just for a quick snack when the rest of the airport is closed. Or, overseas, an easy transaction without any language hurdles. But these days, the vending machine is diversifying. Now travelers can find all sorts of things inside these contraptions—items that range from the practical to the absurd.

“We love vending machines because their very nature will always remain consistent,” says Christopher Salyers, author of Vending Machines: Coined Consumerism. “Some of us would prefer having access to goods 24 hours a day, devoid of human interaction or adult supervision.”

Fresh Pizza, Italy


If you came all the way to Italy to see a guy toss pizza dough in the air—well, a vending machine is still pretty cool, right? The “Let’s Pizza” machines, found in a few shopping malls and airports—such as Malpensa in Milan, and Palermo and Trapani in Sicily—will make an individual pizza from scratch in just under three minutes. Push a button for your desired toppings (tomato, bacon, ham, or fresh vegetables), then watch through the little window as the machine mixes and kneads dough, adds toppings, and bakes.

Price: Between $5 and $8.
Gold Bars: Abu Dhabi, Frankfurt, Bergamo, and Moscow airports 
In case the dollar or euro fails during your flight home, you can always shore up your assets by picking up a few gold bars at a Gold to Go vending machine, debuting in the above airports in May 2010 after a successful 2009 test run at Frankfurt. You can also buy South African Krugerrands, Canadian maple-leaf coins, or even a $100, one-ounce Australian Kangaroo coin.

Price: They fluctuate, supposedly pegged to real-time prices. We were quoted $50 for a one-gram gold bar, complete with fancy gift box. Turns out you could do a little better, price-wise, on eBay, but as airport gifts go, a gold bar still beats another dumb T-shirt.

Raw Eggs, Japan and California
 In a country that sells bags of rice out of vending machines, it’s perhaps no surprise that you might find bags of fresh eggs inside vending machines along the side of the road, set up by local farmers. But you need not go all the way to Japan for fresh eggs from a machine. At Glaum Egg Ranch, outside Santa Cruz, $3 gets you 24 cage-free-chicken eggs, accompanied by a “live show” performed by dolled-up stuffed chickens (as in Beanie Babies, not former egg layers).

Price: $3.


Gold Handcuffs, Miami’s Mondrian South Beach Hotel
Hotel gift shops—so passé. At this chic South Beach hotel, one full wall of the lobby is taken up by the Semi-Automatic, an enticingly mod, purple vending machine. Some go-to items: a feather vest ($400), a $28 T-shirt emblazoned with the word recession, or, our favorite, the 24-karat-gold handcuffs ($350). You can even buy a nearby condo, or rent a 1953 Cadillac DeVille convertible.

Price: Ranges from $10 to $1.2 million. For the super-high-end items—say, buying a car or condo—you pay a deposit, which you lose if you later opt out.

Live Bait, Across the U.S.
 Finally, a way to buy leeches at 2 a.m. Placed in fishing-friendly locales across the U.S.—with several in Pennsylvania, New York, Wisconsin, and Illinois—these 24-hour machines have filled a gap left by bait and tackle shops that went under due to competition from big-box stores. PA Live Bait Vending owner Gary Harsel says that the machines’ best seller is probably the dozen night crawlers, but some machines also offer live minnows, crayfish, bloodworms, and leeches. They also carry non-living items such as hooks, bobbers, sinkers, motor oil for boats, and, of course, frosty beverages. (Good news: unbought bait doesn’t stay in the machine longer than a week.)

Price: $3 for a dozen night crawlers.

Bicycles, the Netherlands
 In this pedal-happy nation, it’s actually surprising that we hadn’t seen bicycle vending machines before now. The new Bikedispenser machines—currently found at railway stations in Arnhem and Nijmegen and coming soon to Delft, Duiven, and a dozen more locations by 2011—rent out bicycles for up to 20 hours. Just bring them back to the same station.

Price: About $16 your first time, then about $4 for each rental during the following 12 months.

Shoes, England

One downside of a pedestrian-friendly city: being out and about in the wrong shoes. Asics has a roving vending machine—previously in London’s Carnaby Square but now in Liverpool—that sells its popular Onitsuka Tiger “trainers” (as the Brits call sneakers) for about $75 a pair. Seeing as it’s in a store with clerks nearby—who are, for the record, also selling shoes—this one seems more novelty than function. If it’s after 5 p.m., though, look for a Rollasole. Found mostly in nightclubs (such as Oceana), these machines offer comfy-but-flashy flats for ladies who have had it with dancing in stilettos. For just a few quid ($10 for Yanks), you can choose among small, medium, and large, in the colors Back to Black or Hi Ho Silver. The machines are headed to U.K. train stations and airports this summer, as well as nightclubs in New York, L.A., and Vegas.

Price: $10–$75.

Books, England
With cigarette machines on the outs, A Novel Idea at least provides an idle diversion that won’t alienate the person sitting next to you at the airport. Found in airports (such as Heathrow) and hotels (such as Radisson Blu at London’s Stansted), the machines offer a variety of titles—best-selling authors such as Maeve Binchy and James Patterson, but also puzzle books and kids’ titles. Machines are also coming to Australia and Asia.

Price: About $10 each.
 
Wine by the Liter, France

In the U.S., shoppers can fill their jugs with purified water. But in a few French supermarkets, you can fill up with red, white, or rosé wine. Bring your re-sealable bottle of choice—then pay by the liter at the cash register.

Price: About $2/liter. 
 Fresh Bread, Belgium
A nation of carbo-loaders: there are more than 7,000 fresh-bread vending machines scattered around Belgium, sitting near boulangeries that stock them with the same baguettes and sliced loaves you’ll find inside. Think the French look down on this? They can’t—they have these machines, too.

Price: About $4.

It's Chuck Davis Day!

At 2 pm today, in the Vancouver City Hall Council Chamber, Mayor Gregor Robertson will proclaim this day as Chuck Davis Day, in honour of the former broadcaster, journalist, and author's great contribution to the history of this city and region. I shared this information with Chuck, and also posted it on Facebook where I received some comments I wanted to share:

"For anyone who suffered through Grade 10 Canadian history (how did they
manage to make it so dull!?), Chuck's look at the pioneers, builders and
scoundrels of yesteryear (and today) made me love this place even more. I
would like to see an annual day turned into a "teachable day', where vast
tracts of Chuck's absorbing work becomes required reading from K-12. It
would give us all an even greater appreciation for this place we call home.
Oddly, we don't have a Vancouver Day celebration. Using Chuck's material
would bring such a day, alive."

Here's my note to Chuck:

Chuck, I was delighted to learn that October 5 will be Chuck Davis Day in
Vancouver, and hope this will help raise awareness to collect the money
necessary to finish your opus. I am very grateful to Jeff Lee and Michael
Klassen who have both written beautifully about your contributions to our
city.

I do have two regrets:

1. I gather you may not be able to get to the Council Chamber for the Proclamation, and

2. If the Mayor could have waited until October 6, the event would have coincided with my birthdate which you recorded in your latest 'book'....Oct 6, 1947! (http://www.vancouverhistory.ca/chronology1947.htm)
